Introductions were made
Minutes from last meeting were taken by Tom Taylor due to Eeris' absence and will be read at the Oct. meeting by Tom Taylor - he did not have them with him.
Trish moves to have Tom Taylor read the minutes for August at the October meeting - TT seconds the motion - all in favor and the motion carries.
Treasurers Report
Seaen McKay gives the treasurer report - the Bank balance was $16,735. 42 - Seaen asked the neighborhood if they wanted details regarding expenditures - input was not necessary
unless a large expenditure was spent.
Interim board mtg actions discussed - supplying coffee and cookies for monthly meetings, the Leadership course work at St. Thomas - Jenny and Mike attending this class
it is one semester in length - paid by a NRP scholarship of $1K and a SNO grant of $250. .. They will gather information and make a binder available to
Sheridan.
Dawn Rae Davis is curious in the future for SNO to pay for other community members to attend.
Jenny said yes NRP $ is available for anyone from the community who is interested.
Mike spoke of the class addressing the needs for a youth mentor to attend - someone 18 and under.
Trish made a motion that SNO sponsors up to 4 individuals each fall for the course

Eeris asks are we going to fund the 2nd semester follow up course
Trish spoke to address this later - this will only be used for the first semester class - we can approach this in the spring

John Akre announced the SNO shoes walk Sept. 28th at 5pm meeting at the Kiosk on 13th ave.

Patrick Greffin addressed the acquisition of the Grain Belt Bottling House - the two bldgs to be used as artists studios. There will be a vote on September 30th - Artspace will
present to the city council - Pat would like the board's support..
Chuck Sullivan talked of a letter of support written a while ago - suggested to revive the letter

John Akre reminds us that Sept 22 is World Car Free Day
Mayslacks Rosie Bisel invites and suggests that we attend other bars in the neighborhood instead of just going to Dustys after the meetings and invites all to go to Mayslacks.

Mike Romens mentioned Brian Gorecki of Artspace updated SNO several mtgs ago and that SNO supported Artspace at that time - Chuck Sullivan spoke of the need to resurface old
letter of support and continued support of what was said in the letter regarding the bottling house space.
Patrick Greffin would like the letter of support with continued support added to bring to the meeting on Sept. 30th regarding Artspace and the Bottling house.
Committee Reports
Trish of the events committee is rallying for volunteers for SNO Ball event held approximately February 22nd.
Tom Taylor of the outreach committee encourages sign up for the phone tree - a branch has opened up for someone to take on.
John Akre of the NRP committee gives updates regarding NRP - introduces Susan Kohlstad who is the community health program representative.
Survey developed to determine health needs in the community - spoke of the need for an outreach for the Hispanic population.
The next NRP meeting was held on Oct. 20th at Eastside. Phase I goes to board in Oct/Nov - with Phase II early next year in 2004.
Bob Sorg of the Business Committee announced that he is looking for a location and is formulating a letter - mtg will be held at Eastside or Frank Stone's Gallery Oct. 13th
November mtg on the 10th will be held at the Library at 5pm if possible. .. This is subject to change
Representative Reports
Chuck Sullivan of AFCAC gives an AFCAC update
Sept 22 at 5pm Annual Potluck meeting
3 year terms - alternates have 1 year terms - there are no term limits - AFCAC reps the 10 neighborhoods along the river - at the meeting there will be annual reports and work plans
for 2004 AFCAC has written a letter regarding the River Run issue - Chuck asks if we should link the two efforts regarding this development - the drafted letter supports SNO's
position but for different reasons - Chuck would like to get together to discuss this further
MEND's Mike Rainville - the traffic slowed down in June - but has picked up again - Eeris suggested that the signage effort have a line on the end reading
sponsored by the neighborhood - so that each neighborhood can identify their signs - Mike Romens agrees - the signs will be orange - and may be
purchased at $5 each by people that would like one.
Trish motioned to donate $200 towards the signage effort - Bob seconds the motion - discussion continues - Jenny asks where is the money coming from - CDBG money would
cover this or general funds - It's suggested that a sign that flashes the speed would be effective - Motion carries
No 2PAC representative is present
Community Health Program's volunteer Susan Kohlstad introduced herself - she has worked in the environmental planning and protection area as well as with the vermiculite
abatement program in NE
Ken Jerome of the EastSide food Coop thanks SNO for its support and said that the coop should open near December 1st at 2551 Central Avenue NE a
total of five neighborhoods have loaned money to make this happen. Ken shared the building plans - 6000 square feet - full service natural foods grocery
store - 16K dollars of the coop money will be towards art projects - Frank Stone will plan a stained glass window - 800 members strong - Ken handed out
newsletter and membership information - encourages investment into the Coop with a return of 4%...
Don Samuels the 3rd ward councilman speaks on the River Run Development - Mike Romens abstained and Jenny Fortman conducted the meeting at this point
Don said that the SNO mtgs are the best attended in the 3rd ward and praised SNO for its community activism -. Don spoke to Sheridan and Jim Bartlett listening to both sides - and
feels that there has been some good collaborative efforts regarding this project - he mentioned more green space units reduced to 101 and height reduced to 3 stories - Don went
to Bottineau to see what that development looked like - made a list of five items of concerns and spoke with developers
The five items of suggestion are: first - the entry to be made more dramatic - and incorporate a 2 to 3 story atrium of 20 by 12 - second there would be a community room available
for community events to encourage renter participation - third renters offered equity credit towards purchasing a new home when they chose to move and buy a home - fourth
increase the % of market rate housing from 35% to 55%... Don explained the market rate based on the metro mean market rates - and said community approval was part of the point
system
Fifth parking needs - parking is to be tied directly to rental units - developer said that they can not do this due to legalities and will do what they van to implement parking policies
and encourage underground garage use - 102 underground parking slips and 20 outside slips.
Community questions raised concerns around parking and affordability vs. market rates
John Akre mentioned that he would like to encourage the support of this project.
Don Samuels would like SNO to be aware of the mix that encourages lower income to use higher standards.
A Straw pole vote was conducted to support the development if the changes presented by Don Samuels are implemented and the vote was split 10 yes - and 10 not in favor - several
abstained
Matt Gerhard and Mike Romens addressed the 15th Avenue vacation request for a 30 by100 piece of property adjacent to their own discussion Eeris and Trish
voiced support for the vacation request - Chuck Sullivan did as well - however voiced concerns that some AFCAC members are opposed to this vacation
Tom Taylor is opposed due to need to access river front - Mike said that due to the Railroad tracks there is no access to the riverfront
Straw pole conducted and vote was 18 yes for the vacation and 4 against - Eeris motions to support the 15th vacation - Tom Taylor seconds - motion passes with one abstaining
Bob Sorg motioned to end the meeting and Tom Taylor seconds - motion passes unanimously
