Tom Taylor did not have the August minutes that he'd taken, thus no minutes for August have yet been read.

Trish Motioned that the minutes be accepted with amendments - TT 2nds the motion, all in favor and the motion carries.



Seaen McKay gives the treasurers report.

The bank balance was Approx. $16,300 - Seaen detailed expenditures.



Mike Romen spoke of collective health insurance available for small business through the NE Chamber of Commerce and will find out more and share this information.



Interim Board meeting

SNO discussed support of the appeal that St. Anthony West's president Mike Rainville had written to the Planning Commission for the use of Cup money for River Run Bonding

was voted down by the city Council - the planning and zoning committee would need to readdress this at a later time - tom taylor moves that we send a letter in support of the

appeal to the Planning Commission - Trish Schilling seconds the motion - further discussion contiunues - Mike speaks of the importance to stay tasked with regards of this due to

the need for integrity - Motion carries



Jenny Fortman spoke of the need to be proactive with regards to the vision of what the community would like to see on the site.



Announcements

John Akre invites all for the SNO shoes walk at 5pm Sunday Nov. 2nd



Tom Taylor announces that Housing 101 will be January 10th at 10:00am at the ESNS - there will be group discussion on affordable housing and needs of the community - discussed

needs for an ad in the NEaster to advertise the event.



Trish Schilling brought copies of the Skyway news articles regarding the development of the Riverfront and the cities redrawing of the boundaries.

Seaen is concerned about graffiti tagging in the neighborhood



Norm mentions that may times tags are motivated by gangs - so report it to the police.



Brian Gorecki and Patrick Greffin presented concerns and needs regarding the Grain Belt Brewery bottling house properties. Initially Artspace was to purchase the buildings for 2.4

meg then the deal was tabled due to the housing development under way - and now the city had re-accessed the properties and wants 3.6 meg - a considerable amount more than

what was agreed upon initially. Due to the increase in the property it is creating a greater financial burden for the artists and artspace. Brian feels that the city will benefit from the

artspace deal. The Mayors office off the record does not feel it can support the Artspace proposal. The meeting for Oct 30th was postponed - artspace needs to put together a

strategy - $75K lease paymt/year agreement on top of $1.1 million with a 10 year option. The biggest challenge is the atrium space. Artspace feels they can buy the buildings in year

3 or 4.



Trish asks How many people are on the task force that you are putting together and what is your plan

Brian replies that NEMMA is supporting this.



SNO sent around a sign up sheet for those interested in assisting an Artspace task force. We discussed our concerns regarding the needs of artspace.



Brian explained: Artists would lease at $5/sq.ft and creative businesses at 7.50/sq.ft. with reflection of growth - 70% artists is the threshold - if under they could lose the buildings.



TT asks how will artists obtain space if artspace acquires the bldgs - Brian replies that a waiting list would be established.

Committee Reports

Events committee - Dawn Rae called CPED about renting the atrium in the bottling house for the SNOball Sat. Feb. 21st - CPED said it may not be possible so SNO is looking at other

places



Outreach - tt asked for someone to take on a branch of the phone tree - Seaen picks up the branch..



SNO news - Trish is looking for a printer - ours is too expensive - also looking for a production manager and help in general. Special double holiday issue to come out soon.



NRP Committee worked on survey addressing health needs of the neighborhood - needs volunteers to fold and stuff envelopes - Trish mentioned use of bulk mailing.



John would like a motion for $600 of NRP administration funds to be used for the mailing of the surveys for approx. 1300 people

Jenny motioned to allow up to $600 for the Health Program Survey - Bob Sorg seconds it - Mike asks if there may be additional financial requests for the community Health Program

Susan Kohlstad said that they will look for additional funding but not from SNO - Motion carries



John Akre updates NRPcommittee - speaks of the need for a 10-12 hour /week Health outreach worker who is bilingual and speaks Spanish - Phase II money will be determined by

Spring 2004 - NRP will meet in January - the 3rd Monday of the month



Bob Sorg updates the Business committee - mtg was at Mayslacks and had a good showing - the next meeting is 11/10 at Nicks place next to Trish's at 89 14th Ave NE - between

5pm and 7 - Signage is important - we need to work with the 13th ave. development.

Trish moves that the business committee gets up- to $50 - Tom seconds - the motion is passed



Representative reports

Chuck Sullivan of AFCAC was unable to attend due to a car accident

Tt is an alternate for AFCAC and SNO would like to appoint Mary Gilroy as well



Jenny took time to define AFCAC and some of the development plans

Tom contributed more input regarding this



Mike reads a letter form Mary Gilroy who would like to be SNO's rep - tt motions that Mary Gilroy be a rep for SNO to AFCAC - Jenny seconds - motion carries



2pac - there is a 3% reduction in violent crime - however theft is up - there will be no more cuts - graffiti is up in NE mpls so please call the hotline - take a picture and get rid of it

asap - Seaen asks for some updated information.



Community Health Program - Susan Kohlstad would like the survey to get out before the holidays - would like approval on the survey due to SNO financing it so that it can be

expedited



Tt motions to approve the survey - Jenny Fortman seconds - motion carries



Susan said that Stacy Sorenson suggested the SNO question at the end to assist with NRP's Phase II needs

The health fair was a huge success - the next fair is intended in 2005



Mike would like SNO neighbors input regarding the housing forum.. . posing the question:

“What is your vision for housing in Sheridan?

Jenny continues - give a sense of what you want and what you don't want as a neighbor



Much discussion ensued regarding housing in Sheridan



Trish moves that we provide money for a ¼ page ad in the NEaster to promote the Housing Summit in January - Jenny seconds it - motion carries
