SNO Minutes

November 25, 2002

John Akre called the meeting to order. Introductions were made. All board members were present. Dawn Rae Davis read the minutes. Two corrections were offered. Tom Taylor moved that the minutes be approved as corrected. Seaen McKay seconded. Seaen McKay gave the treasurer's report. SNO currently has $12, 575.28 in funds.

Two residents of Northeast Minneapolis, who are visiting a number of neighborhood organizations in the area, are concerned about recent and upcoming changes in budgeting that affect the Minneapolis Fire Department. They passed out a 2nd Precinct Police staffing report that captures crime statistics for Minneapolis neighborhoods, including rankings for Sheridan for the years 2002, 2001, and 2000. They also passed out a summary of Fire Station locations in the area and equipment at those stations. The focus of their presentation was a breakdown of Fire Department equipment and which fire stations have what trucks, ladders and equipment, with a more specific breakdown of Station 15 (located at 27th and Johnson). They are concerned about public safety with regard to the changes proposed by redistribution plans in the Fire Department that are a result of budget cuts. They also took questions.

Sarah Welch from the Clean Energy Now Campaign gave a presentation on the Minnesota Power Plant Campaign and Metro Emissions Reduction Project (MERP). More information can obtained at http://www.iwla.org. If Sheridan neighbors want to support the MERP plan, they can encourage the city council to vote for it.

A Bikeway Update was presented by Tom Taylor. He brought drawings of a plan for a bikeway from the Quarry to the River. Bikeway planners may be seeking, in the future, approximately $100,000 of the NRP funding that each neighborhood bordering the bikeway has access to. The possibility for federal funding is also there if it is a transportation project. There was a discussion of the plans. After the first of the year, the City Public Works Department will try to move things to a next step. Trish Schilling suggested that all neighborhoods located next to the projected bikepath should be contacted in order to try to get representatives from all of them to attend the Public Works Department's January meeting.

Bylaws change. Regarding membership information in our by-laws related to the new 501(c) non-profit status, John Akre brought copies of the new by-laws to the meeting and explained the specific changes. Tom Taylor moved that we approve the by-laws as amended. Seaen McKay seconded. The motion passed.

Announcements:

Trish Schilling announced a fund-raiser for the Eastside Coop related to their impending purchase of a building on Central Ave.

Tom Taylor announced the special election for the city council replacement for Joe Biernet who resigned and the primary date of December 30th.

John Akre announced the second SNO Shoes Walk for the following Sunday. Walkers should meet at 212 Pottery at 5 PM and that Becky Hunter from the 3rd Ward office is still open even though it is without a council person currently.




Open Microphone:

Trish Schilling announced she is running for the third ward council position and spoke about her goals for the third ward.

Committee Reports:

Trish Schilling gave the events committee report. The SNOBall committee is in the process of locating a new space for ball.

Outreach/SNO News committee: Tom Taylor congratulated SNO editor Trish Schilling on the latest edition of the SNO News.

Business Committee: Bob Sorg reported there have been a few informal discussions among the committee and they're trying to organize.

NRP Committee: John Akre reported that last month the board approved the committee's recommendations and he is looking for someone to attend the December meetings of the NRP Management Review Team and the NRP Policy Board. Trish Schilling and Jenny Fortman volunteered to join John at those meetings. The committee won't meet on Dec. 19th (its usual time), but might reschedule the monthly meeting. Seaen McKay reported on the NRP Board Policy meeting attended by her and Mike Romans.

MEND Update: John Akre reported that there was a meeting of MEND to discuss issues of importance that they would like to address this year. 13th Ave. was one of the issues (among others). One thing that came out of the discussion was the suggestion that there be a community meeting to solicit feedback regarding development on 13th Ave. and visions people have for the area. At the meeting there was also discussion regarding the housing development of Ross Fefercorn, specifically, density, the new design of the housing plan, and concern that the Cunningham Group was now no longer in partnership with Fefercorn.

AFCAC Update: there was no update.

John Akre reminded us that there will be no SNO meeting in December.

Mike Romens moved to adjourn. Tom Taylor seconded. The meeting was adjourned.
