Introductions.
John Akre read the minutes. Jenny Fortman moved that the minutes be accepted as read. Trish Schilling seconded. Motion carried.
Interim Board Actions
Approve additional $20 for Business Loan Advertisement
Melissa Davis moved. John Akre seconded. Motion carried.
Treasurer’s report. SNO has $9,439 in the bank.
MEND Update - December 8th - meeting on Marshall Street planning.
Library Update- a committee will be looking at six designs for the fountain and park this Saturday.
Library Parking - a small committee looked at designs to configure the library parking lot. The committee recommended exiting through the NW corner - through the brewhouse parking lot onto 13th, rather than people having to exit onto Broadway.
Malone’s update - The planning commission held Malone's to all the original conditions

Dawn Rae Davis talked about her good experience with the EPA in reference to vermiculite checks; she encourages everyone to have their yards checked.
Committee Updates
Events Committee - Jenny Fortman presented - they are near pinning down a location for the SNO Ball
Outreach - SNO News winter edition coming out in January Trish Schilling encourages everyone to write an article and e-mail or mail it to her.
Business committee - Patrick Greffen presented - New French Café closing and leaving behind Bastille day; the Business committee was talking about the idea of taking it over NE 13th Ave. There were questions about the event ties in to 13th Ave. and about if the restaurants knew about it. The committee is looking for feedback. Sullivan said the Business committee will continue to discuss this.
Grain Belt Brewhouse Update - Judy Cedar presented
The parking lot on 1300 Marshall St. is nearly completed. The move in date for RSP has been moved to Feb. 1st. On Dec. 17th the MCDA may recommend to give Artspace a 10 year master lease for the Bottling House and Warehouse.
Grain Belt Boiler House Liquor License and Parking Variance
Todd Phelps and Dave Norbeck of RSP were present
Andy Nederveld introduced this item. RSP plans to ask for a liquor license for the Boiler House. There is a parking requirement for the liquor license - they are asking HPC to reduce parking for their business to allow for the spaces for the liquor license.
Dave Norbeck presented. RSP wants to create a space that the architects can get together in a couple times a year - and then rent out the space to defray their costs. This would be a place for business meetings - they do not want a use that would conflict with their business uses. It would be a large meeting room. There were questions about whether it could be rented after hours - Norbeck said potentially - he said that they do not have a business plan to have that. Eeris Fritz said that neighbors are concerned about how they would rent to others. Sullivan said that if the stockhouse parking is a question now - as housing and retail go in on the site - there will be a shortage of parking. He thinks there is a need for an analysis of all the parking issues there. Sullivan talked about PNA hall and the Polish White Eagle hall they started initially for internal uses and now they are being used for weddings and raves.
Phelps said there are separate parking requirements for liquor license - they are applying for a Banquet Facility Liquor License. Jenny Fortman asked if they need liquor license for meeting space. Norbeck said there have been requests from other groups to hold meetings or functions in the space. Phelps said it would require a liquor license.
There was a question about what else you could do with that license. Phelps said it is a full liquor license - beer, wine and mixed drinks, and would allow use 7 days and nights a week. Trish Schilling talked about complaints about White Eagle for events there at night - soon there will be many more residents nearby who will be affected by it - monitoring activity there will be very important. Norbeck said that their reputation is important - they would like to see business clients coming through - he said they will not have a rave there. Andy Nederveld said that we have seen things change and then we have a bad situation - he asked if SNO can we get more of an assurance - that if they move on or the situation changes, the facility will be monitored. Norbeck said that license would be held by RSP and if they go away, it would go away. Andy Nederveld said that we have looked at all these developments isolated and how do we get them all together to discuss the parking situation. Cedar said that parking on 13th will not go away until it is replaced by housing development. Cedar said they are not sure that building a ramp is feasible - Cedar said they are working on parking study for the area. Patrick Greffen asked about if there would be outdoor security to monitor things - Taylor asked if they would be pouring the liquor. Phelps said that RSP would be managing the license no matter what; a separate entity would pour.
