Andy Nederveld called the meeting to order.

Introductions

Pierre Bottineau Library Update - Amy Ryan presented

She showed design boards for library. The boards are at display at the Pierre Bottineau library. Construction will probably start in late April and take one year.

Ryan showed the library's solution for the site plan and parking. They tried to keep as much green space as possible and had a 23 car requirement from the city. The Library board has gone on record with a letter to mayor and city council to keep them in the loop as parking issues are further worked on in the area. Sally from Saint Anthony West praised the rework of the site plan.

1% of the construction budget has been set aside for art - and they will have an art jury to consider locations for art. The fountain committee has met twice, chaired by Michael Rainville.

CCP/SAFE Team - Karen Abrahmason presented

Karen introduced officer Brian Pfeiffer, her partner. They have a new plan for the SAFE unit for the city. They need neighborhood teams - 7 to 10 people from each neighborhood - to come up with goals and to do problem solving together ' They are looking for names of people who want to be on the neighborhood team.

Hennepin County Prosecutor's Office - Krista Bettinger

She has been appointed our community prosecutor - she will be handling all property crime in the neighborhood.They focus on livability crimes - burglaries of detached garages and businesses, theft, criminal damage to property, auto thefts, check forgeries, credit card fraud. She suggests having one contact person to be the go-between in the neighborhood for general crime issues.

Grain Belt Housing Update - Ross Fefercorn

Victor Calliandro passed away; he was the urban planner from the Cunningham Group; it would be good to memorialize him sometime in the plan, Fefercorn suggested. They have been refining the plan. Changes in TIF tax laws have influenced it; they had to increase the number of housing units in the development by 1/3 to deal with the tax compression of 1/3. They propose 27 units along 13th Avenue and increasing the density around the historic Orth Brewery foundation. Site one has moved from 90 units to 158 and 12,000 feet of retail. They are looking at parking ramp at the site of the Electric Motor supply company; it would be paid for by TIF. They increased the density along the arts park and river. They have also thought about block two. Their next step will be to figure out their costs and work with MCDA. They will come back to the neighborhood after that.

All units will still be ownership units. There are around 400 units now in their plan. Feffercorn said construction may begin in spring of 2003; he wants to have focus group meetings.

Brian Gorecki - from Artspace , said that they have proposed a business deal to MCDA on 10 year master lease to purchase the warehouse and bottling house. Gorecki said that they requested setbacks, loading dock access, and parking access, and those were included in the plans that Feffercorn showed.

Marshall Planning process - Michael Rainville presented

The Marshall Street effort will take a little longer. He will soon have some drawings to bounce off before having a general community meeting. We can also apply that Marshall research to 13th Avenue.

John Akre read the minutes from the January meeting. Jenny Fortman moved that the minutes be accepted as read. Patrick Greffin seconded. Motion carried.

Executive Committee Reports

Treasurer's Report - Melissa Davis presented, SNO has $6,790 in its account.

CAC - Andy Nederveld presented. SNO needs to pick a representative and two alternates. Sally Waterman moved that Chuck Sullivan be appointed the SNO representative to the CAC and that Tom Taylor and Trish Schilling be appointed alternates. Jenny Fortman seconded. Motion carried.

Committee Updates

Events - Jenny Fortman presented. The SNO Ball sold out and then some; we have outgrown the space.

NRP Committee - John Akre presented. Two motions came from the NRP committee.

Deferred Loan Program - approve funding for application, distribution and advertising

John Akre made motion to spend up to $750 to print the application for the fix and paint program, to insert it into the Northeaster, and to buy a display ad in the Northeaster. Melissa Davis seconded. Motion carried.

John Akre made a motion to provide a waiver for Sutton and Associates to do pre-development work for Ritz Theatre development with the NRP funds that SNO allocated to the theatre. Jenny Fortman seconded, motion carried.

Business

Drew Trampe presented. The committee is working on ideas for a 13th Avenue event.

Open Microphone

Chris O'Malley said that the view of the Foshay tower is gone with the construction of a new building downtown.

Announcements

RSP is moving in. Sally Waterman moved that SNO spend up to $50 to send RSP flowers of congratulation. John Akre seconded. Motion carried.

Bylaws - Mellisa Davis presented - Melissa Davis moved that the SNO Bylaws be accepted as presented by the bylaws committee, with one modification, that the typo in Article 2 Section 2 be corrected as "seek." Jenny Fortman seconded. Motion carried.

Jenny Fortman moved for adjournment. Sally Waterman seconded, Motion carried.
