All board members present.

Andy Nederveld called the meeting to order.

Introductions

John Akre read the minutes from the February meeting. Melissa Davis moved that the minutes be accepted as read. Jenny Fortman seconded. Motion carried.

Executive Committee Reports

Interim board actions - Trish Schilling moved that SNO present extra door prize from the SNO Ball as a door prize for the annual meeting. Jenny Fortman seconded. Motion carried.

Melissa Davis moved that the SNO Financial Procedures be accepted with the following change: that "all director duties" be changed to "director or director designee." Trish Schilling seconded. Motion carried.

Annual Meeting

John Akre moved that SNO spend up to $250 to make fliers to publicize the annual meeting. Sally Waterman seconded. Arden suggested information in other languages. Motion carried.

Board will work on planning for the annual meeting.

Treasurer's report - Melissa Davis presented. SNO has $13,946 in the bank. The SNO Ball made $4.952.67 profit.

Committee Updates

Events Committee - no report

Business Committee- Eeris Fritz asked for volunteers for Art-A-Whirl.

Outreach committee - Trish Schilling announced deadline for SNO News - April 25th.

Send gardening questions to Jenny Fortman, who will have a new garden column.

NRP Committee - John Akre presented. Next meeting is April 15.

Announcements

Jenny Fortman announced fountain committee meeting April 20th 10 a.m.

Open Microphone

Pat Stebe was upset that Ross Pfeffercorn showed plans regarding his property at last month's SNO meeting without showing the plans to him first. Stebe said that he does not like how Pfeffercorn is doing business.

Dawn Rae Davis said that she wants to talk about ways to spend the money raised by the Events Committee.

Chuck Sullivan said that new MCDA management has evicted some tenants of the Grain Belt Bottling House and there are some spaces open for artists.


Deferred Loan Program Guidelines

Andy Nederveld presented. SNO needs to make some minor changes to the program guidelines. Jenny from the Housing Resource Center handed out a program status report. Don Snyder of the MCDA handed out a summary of the contract amendment. SNO needs a new contract amendment to do the 2002 Deferred Loan program, and adding unspent funds will bring the fund up closer to $80,000. Dates must be changed, a clarification must be made for eligible work, and lottery rules need to be adjusted.

This is a program to address exterior improvements; it was agreed that a repair to an owner's water service would remain an ineligible expense.

Another item to decide is that if there is less than $5,000 remaining in the program, what amount of money should be the cut-off number. A straw poll was held and a $1000 limit received more votes.

Greater Minneapolis Housing Corporation will charge $25 for mortgage satisfaction document if the loan prepays early, but if the loan goes the normal five year time period they will create the document at no cost, rather than $25 for all as before. John Akre presented the revised lottery procedures.

John Akre moved to approve the guidelines, scope of services and budget as Don Snyder presented with the following changes: to change the cutoff fund to $1,000, and to roll forward funds to the 2003 program if funds remain at the end of the list. Jenny Fortman seconded, motion carried

Jenny Fortman moved that SNO approve the lottery procedures, Sally Waterman seconded. Motion carried.

Eastside Co-op

Stephanie Lundeen presented. She said they are about a year away from opening the store. Three neighborhoods have given the co-op NRP money, and they are asking other neighborhoods for NRP money.

She also coordinates the NE Farmer's Market, which is entering its third season, on Saturdays beginning June 1. She asked for $500 for advertising to promote the market. Melissa Davis said that as treasurer she is more comfortable if SNO is billed for a particular ad rather than just providing funds directly to the Co-op. John Akre moved that SNO approve $500 for advertising money for the NE Farmer's Market. Trish Schilling seconded. Motion carried.

May 11th plant sale. Jenny Fortman will be there.

Ritz Update

Craig Harris from Ballet of the Dolls presented. They are now about to sign the contract to use the $50,000 pre-development money that SNO allocated last year. They have been working on parking lot arrangements. After 9/11 and being in the theater to do the "Red Shoes," they have been rethinking the scope and timetable of the project and are now trying to identify a phase one that will get them in the theatre much faster. They think it is important to get in there and start using the facility to get to Phase 2 to raise additional money. Brian McMullan suggested some kind of news release from the neighborhood announcing its support of group.
