Andy Nederveld called the meeting to order

Introductions

John Akre read the minutes. Melissa Davis moved that we accept the minutes. Trish Schilling 2nded, motion carried.

Executive Committee Reports

Interim Board Actions

Approve $89 for Northeaster ad for NRP changes.

Approve Deferred Loan Lottery Procedures.

Approve Paying Sheridan School janitor for summer meetings.

Jenny Fortman moved that we approve all three items. John Akre 2nded. Motion carried.

Treasurer's report – Melissa Davis presented - $11,609. balance. SNO overspent last year's CDBG money by 72 cents. $740 expenses so far from SNO Big Deal. Bylaws – we need to develop voting membership definition - 501c3 committee has met and is well on its way.

Deferred Loan program update – Sally Waterman has done a ton of work on it - 91 qualified applications - everyone should have gotten letter by now.

MEND update - planning on partnering with St. Anthony West on Commercial Corridor Reserve Fund.

Consider Increasing NRP-funded Revolving Loan Program loan Maximum from $10,000 to $15,000 - Andy Nederveld asked for comments - Jenny Fortman moved that we raise it to $15,000 maximum, Melissa Davis 2nded, motion carried.

NRP Plan Modification - 2 years ago Sheridan School made improvements to their parking lot and used NRP funds. They should have gone through a neighborhood process and there should have been a strategy in Sheridan's NRP plan - we have been asked to add a strategy to our plan so they can get reimbursed from NRP for money spent to improve the parking lot.

National Night Out - John gave phone numbers

Tannie Eschanour from State Health Dept. was available for questions on Vermiculite study.

Melissa Davis said Sheridan School has requested that we move our meeting to the third Monday of the month so they only have to have janitor present one day a month - we need to decide by the Sept meeting -

Open Microphone

Paul Metsa - involved in organization working on saving the original Guthrie Theatre – they are meeting now with Ralf Rapson and community groups - www.savetheguthrie.org for information.

Dave Ramstad - Central Ave. parade - tomorrow night - wants people to come to parade and show support

Mark Millman and Leda Zych - own duplex on 13th Avenue and run their business there - Midnight Riders motorcycle club rents building behind 310 13th Ave. - during last couple years they have been using this building as bar/nightclub for after bar hours - Midnight Riders members have been hostile to them when they have complained about noise - zoning prohibits night clubs, indoor/outdoor recreation area lodges, etc. Becky from Biernat’s office said they want people to call 911 and that licensing has been monitoring the club.

Committee Updates

Events – Trish Schilling reported, over 100 people showed up for the SNO Big deal - huge rainstorm like every other year -

Business - Kelly Albright - finished business survey and presented results - results will be posted on web site and in office - concerns were parking - owners were interested in funding and promotional events -

Upper River Working Group Update - Trish Schilling presented - group missed deadline for city council vote - won't be until fall when CAC Citizens Advisory Committee is formed.

Garage Permit Request

Michael and Brenda Gacek presented. The want to build an additional garage on their property 1430 University Ave. They have three immediate neighbors and an apartment building across street - three neighbors have seen plan and have given their signatures – they are applying for a variance to build a second garage but want to keep existing garage because it is unique - but not well suited for parking cars - it would use existing driveway – Trish Schilling moved that SNO not oppose the variance – Melissa Davis 2nded. motion carried

Grain Belt Housing Update

Ross Feffercorn presented – Sheridan Development is asking for an extension of one year as they work on details that have changed of their development proposal. The next 6 months would be spent working on transportation studies - redesign, bringing back redesign to stakeholders. He was asking for the neighborhood to support that extension - Jerry LePage of MCDA that this is a complicated process - site one and parking issues require more analysis - legislature's tax reform bill will have an effect on TIF projects - MCDA plans to support this extension - Trish Schilling said we went through a lengthy process to pick a developer and she doesn't want to go through that process again - John Akre moved that SNO support the request for one year extension – Sally Waterman 2nded - motion carried

Grain Belt Brewhouse Development Update

Parking committee – Trish Schilling reported – the committee met and looked over plans for parking lot at 13th and Marshall - architect hasn't returned their phone calls yet - committee supports full landscaping of the parking lot.

Judy Cedar - said that she doesn't think the architect has finished the plans - parking lot needs to be done by October. There are three tunnels under 13th avenue - public works has to decide how to address them – they are currently in the process of doing demolition of stock cellar - and tenants of neighboring properties are at wit's end over noise – Trish Schilling added that she has had water damage - Cedar said this is issue that will go on for next several years - more demolition activity will be going on – Andy Nederveld asked about the library – Cedar said that the library is currently putting together a more detailed scope of work

Trish Schilling said we have 11 SNO t-shirts left.

Melisa Davis moved that we adjourn, Jenny Fortman 2nded. Motion carried.
