13th ave Community Meeting Recap
13th Ave Community Meeting
There was a great turnout today! Thank you so much to Michael Rainville, Doron Clark and Sydney Jordan for bringing the neighborhood, CLIC and Pubic Works for this informative discussion.
Here is a Recap for those who could not attend today:
Public Works shared updates on a long-term stormwater planning study for 13th Avenue to address flooding issues and prepare for a full street reconstruction.
Timeline: 13th ave reconstruction is slated for 2029, with community engagement beginning in 2026 through three rounds:
Introductory phase – hear from neighbors
Concepts – gather community feedback
Final concept – present plans
Accessibility: Bonding funds are being sought to improve sidewalks and add ADA accommodations for the disabled community.
Scope & Limits:
The project will be a complete reconstruction—the last major work on 13th was in 1908.
Limits currently extend from the river to 2nd st NE, but there is interest in pushing to 4th st NE.
Broadway will not necessarily close, as work will be focused on the sewer lines which are under the bridge.
Utilities:
Sewer lines from 1950's and stormwater systems from 1890 will be replaced.
Residents and businesses will be connected with a construction engineer during the project to help navigate the project, including water shut off schedules.
Water shut-offs should be minimal—lead service replacement takes about one day.
Construction Impacts:
Road work: ~1 year; utility work: longer.
Sidewalks will be patched with blacktop in the short term to smooth out issues until full reconstruction.
Granite bricks will be preserved; some may be sold by Public Works.
Other Considerations:
Still too early to confirm if bike lanes will be included.
Project funding will use levy-supported debt, but bonding is expected to help reduce levy impacts.
Again, thank you so much to all of the people who participated this afternoon. We will be following up soon with a link to the full meeting.
