The Volunteer of the Year Award goes to Sandy Carlson-Kortebein who has put in so much of her organizational skills, time, and energy into Sheridan Neighborhood for years. She ran the Silent Auction at this year's SNO Ball and we could not have raised those funds for the Northeast Minneapolis Arts District and our programming without her. Thank you, Sandy!

The Business of the Year Award goes to @fletchersicecream, a business in Sheridan which prioritizes our local community! For the last few years, they haven't hesitated in donating ice cream for our summer Ice Cream SNOcials and we are so thankful for their generosity that supports community-building in Sheridan. The Fix & Paint Program Lottery Submissions are Due April 27th!

SNO has a long-standing program to support Sheridan homeowners by providing 0% interest matching deferred loans for exterior home improvements. Submit a lottery ticket to our email or mail it in to our office by April 27th at 5pm to be put in the lottery! We will draw lottery winners at our Annual Meeting on April 27th.

As of Census Day on April 1st, 50.2% of Sheridan Neighborhood residents have responded to the Census. Let’s make sure that 100% get counted!

The Census impacts how billions of dollars are distributed across Minnesota. It determines funding for public health, schools, housing, transit, and infrastructure (roads/bridges, water/sewer, gas/electric). An accurate count means better serving people where they live. Specifically, every person we don’t count is $28,000 our communities won’t receive over the next ten years.

#StayHomeSheridan

To slow the spread of COVID-19 across the state, Governor Walz signed Executive Order 20-20 directing Minnesotans to #StayHomeMN and limit all movement outside to home to essentials from, March 27th through May 4th.

The Governor also issued executive orders extending the closure of bars, restaurants and other public accommodations until May 1st and authorizing the Commissioner of Education to implement a Distance Learning Period for students beginning on March 30th through May 4th.

SNO Ball 2020: The Roaring 20’s

2020 SNO Ball Tickets Now on Sale! 

What: The SNO Ball is a bi-annual fundraiser event hosted by the Sheridan Neighborhood Organization (SNO). The theme this year is Roaring 20s and will feature dancing with The Ring Toss Twins, a silent auction, photo booth, adult beverages and good eats. The proceeds this year will benefit the Northeast Arts District and the Sheridan Neighborhood Organization. Costumes optional, but encouraged.

When: Saturday, February 8th ·  7 PM - Midnight

MN House District 60A Special Election Candidate Forum

Learn about 60A special election candidates before the January 21 primary and February 4 general election. The vacancy was created by the death of Rep. Diane Loeffler.

All 60A candidates have been invited, and 11 have confirmed. 3rd floor doors of Solar Arts open at 5:30 p.m., forum runs 6 - 8 p.m. and will be conducted using rules adapted from League of Women Voters. Forum will be moderated by Margo Ashmore, Northeaster newspaper. Use this Facebook event to suggest questions in advance or send to Margo@MyNortheaster.com.

This position reports to the SNO board and is responsible for operations and office maintenance, assisting with meeting + program planning, updating website and social media channels, and supporting various other city initiatives that SNO participates in.

Sheridan Neighborhood Organization is an EEO Employer, and this position is part-time (30 hours per week) with flexible hours. Neighborhood events and additional meetings may require occasional weekend and evening participation. This is an independent contract (1099) position. General Office Management:
Make, answer and direct calls, process incoming + outgoing mail, read and respond to all emails, tracking + ordering office and outreach supplies, coordinate bill payments and donation deposits with SNO treasurer, send weekly updates + tasks to board members, maintain business records and a well-organized + clean office, hold regular office hours.

Website and Social Media:
Maintain the neighborhood website with announcements, approved meeting minutes and agendas, photos from events, upcoming meetings. Sort through SNO's incoming newsletters and distribute relevant information to constituents in a bi-monthly email blast (Mailchimp), regularly post to social media channels (Twitter, Facebook, Instagram, Nextdoor) with upcoming meetings and other pertinent info, implement marketing campaigns around SNO meetings, community and civic engagement opportunities, be the point of contact and speak on behalf of the SNO board on all social media inquiries.

Engagement:
Seek out participation from local businesses, especially in the form of sponsoring quarterly community meetings, create a campaign to increase diverse engagement and board applications for annual meeting, schedule/manage door-knocking campaigns with board and volunteers around quarterly and annual meetings, attend committee meetings on behalf of SNO collaborate on programming with other Northeast neighborhoods, seek out funding sources and grant applications.

Meeting Support:
Coordinate and confirm meeting spaces, setup + tear down monthly board meetings, work with board to set up agendas and ensure minutes are taken and approved, recruit local representatives to present at meetings, coordinate translation / interpretation services as needed, coordinate design and promotions to increase engagement.

Programming:
Plan and schedule ‘board trainings’, coordinate + promote public educational opportunities, create summer programming for community gardens with partnering organizations, participate in programming around Open Streets, National Night Out, Art-A-Whirl, and other Northeast or city-wide efforts.

Required Qualifications/Experience:
Minimum 2 years in project management or community organizing position and a vested interest in direct action and collaborative engagement. Proficient in Microsoft Office, Google Drive, Mailchimp, Squarespace, social media. Excellent written and oral communication skills, self-motivated, driven, ability to work both independently and take direction. Organized, detailed, efficient and familiar and passionate about Northeast Minneapolis. Demonstrated “Customer Relations” skills, ability to carry up to 40 pounds.

Inclusionary Zoning Policy

The City Council will be considering amendments to the City’s Unified Housing Policy and Revenue Loss Offset Assistance Policy in connection with development of a permanent Inclusionary Zoning Policy. Inclusionary zoning is intended to advance the City’s housing goals by ensuring that affordable housing is provided in new residential or mixed-use developments (see Background section below). The attached document summarizes the draft policy recommendations that will be considered by the City’s Housing Policy and Development Committee on December 4th.

Public comments are being accepted on these policy recommendations until 4:00pm on December 2. Submit your comments via e-mail to Emily Carr, Senior Project Coordinator, Department of Community Planning and Economic Development emily.carr@minneapolismn.gov.

Background

On February 9, 2018, City Council President Lisa Bender introduced subject matter to establish an inclusionary zoning (housing) ordinance.

Since 2003, the City of Minneapolis has implemented housing policy that requires affordable housing units in residential and mixed-use projects with 10 or more units that receive financial assistance from the city. The policy was expanded to apply the affordable housing requirement to projects receiving pass-through funding from the city (state or federal funds), and projects developed on property or a portion of property owned by the city.

In 2017, the City engaged a consultant, Grounded Solutions Network, to conduct financial feasibility analysis and policy research regarding national best practices to inform recommendations for additional inclusionary housing policy options for the city. Their report included pros and cons of different policy choices, and case studies of three other cities with inclusionary housing policies. This work was supported by a team of City staff from Community Planning and Economic Development (CPED) Housing, Development Services, and Long-Range Planning divisions, City Attorney’s Office and the Finance and Property Services department. Grounded Solutions Network solicited input from private developers and affordable housing advocates in this process.

The Grounded Solutions Network report was presented to the Housing Policy & Development Committee of the City Council on August 22, 2018. The report informed an inclusionary housing policy framework adopted by the City Council on December 7, 2018, concurrent with the Comprehensive Plan (Minneapolis 2040). The City Council directed staff to develop a comprehensive inclusionary housing policy consistent with this framework in 2019. Also on December 7, 2018, the City Council approved amendments to the Unified Housing Policy and the Minneapolis Zoning Code to allow for an “Interim” inclusionary zoning ordinance and inclusionary housing policy, to be in place from January 1, 2019 until the permanent policy is adopted and takes effect. The interim ordinance only applies to projects that need re-zoning and/or substantial additional development capacity of 60% or more, exempts ownership housing and housing primarily targeted to students.

In early 2019, the City conducted a request for proposals (RFP) and again engaged Grounded Solutions Network to assist with the development of a permanent inclusionary zoning policy and implementation program. This work is underway, supported by the inter-departmental staff team and involves stakeholder engagement, interviews, research and technical assistance.  On July 16, 2019 Grounded Solutions Network conducted stakeholder meetings with developers and affordable housing advocates on potential compliance alternatives for inclusionary housing policies, and on July 17, 2019, Grounded Solutions Network presented an overview of the main types of compliance alternatives and their pros and cons to the Housing Policy and Development (HPD) Committee. Compliance alternatives allow choices other than developing affordable housing units on site. Input shared at the stakeholder meetings and during the HPD Committee discussion has informed draft policy recommendations.
